SAFETY, HEALTH AND ENVIRONMENT CHECKLIST CONTRACTORS VCA** /6.0 

The Safety, Health and Environment Checklist Contractors (VCA - Veiligheid, Gezondheid en Milieu Checklist Aannemers) certification scheme was developed in order to demonstrate that contractors, inside and outside the (petro) chemical industry, take safety, health and the environment into account when carrying out their work. VCA examines the Safety, Health and Environment (VGM - Veiligheid, Gezondheid en Milieu) management system for the benefit of its own employees and employees of the contractor's subcontractors. 

The Foundation Cooperation for Safety (SSVV - Stichting Samenwerken Voor Veiligheid ) developed VCA to assess and certify a safe working method. VCA found its way to Belgium in 1999 under management of BeSaCC-VCA. 

VCA** 6.0

On 1 April 2018, the new version of the VGM Checklist Contractors (VCA), the VCA 2017/6.0, was published. This version contains some changes made compared to the previous version. 

In this new version, more attention is paid to the workplace and safety awareness and behaviour. Until 2 October 2021, the transitional period will apply during which all VCA-certified companies will have to switch to the new version of the standard due to expiry of the VCA 2008 version on the same date. 

SCOPE 

Contractors, with at least one employee besides the owner, who carry out operational work at, for example, factories, installations, work sites and project locations, at a location other than where the own company is located, qualify for VCA certification. On top of that, it is usually the client who requires the VCA certification and determines the level of certification. 

There are three certification levels: 

1.            VCA*: focuses on direct VGM control during work on the shop floor, without the involvement of subcontractors. 

2.            VCA**: focuses on both direct VGM control during the execution of work on the work floor and on the VGM structure where, among other things, the VGM policy, the VGM organisation and improvement management are examined. 

3.            VCA Petrochemicals: focuses on both direct VGM control during the execution of work on the work floor and on the VGM structure (including VGM policy, VGM organisation and improvement management) taking into account the specific additional requirements for petrochemicals. 

STANDARD CONTENT 

The standard consists of so-called 'must questions' and 'additional questions', depending on the level. 

  • VCA* has 23 'must questions' and no 'additional questions'; 
  • VCA** has 27 'must questions' and 8 'additional questions'; 
  • VCA Petrochemicals has 33 'must questions' and 2 'additional questions'. 

​​​All these questions, both the 'must questions' and the 'additional questions', check the quality of: VGM policy and organisation, VGM risk management, training and information, VGM awareness, occupational health care, procurement and inspection of work equipment, procurement of services and reporting, registration and investigation of incidents (accidents). 

One can obtain the certificate with a validity of three years if all 'must questions' of the relevant level and a number of 'additional questions' (for VCA** at least 2, for VCA Petrochemicals at least 1) are positively assessed. 

CERTIFICATION PROCESS 

The certification process follows a fixed cycle of three years. After a certification audit consisting of a preliminary and review examination, the certified organisation is subjected to an annual interim examination. Thus, it is possible to establish whether the standard requirements are still met. At the end of the entire cycle, the certified organisation can start a new cycle of 3 years, starting with a (re)certification audit. In Belgium, we carry out VCA certification under the accreditation of Belac (Belgian Accreditation Body).

VCA** 6.0 

Op 1 april 2018 verscheen de nieuwe versie van de VGM Checklist Aannemers (VCA), de VCA 2017/6.0. Deze versie bevat enkele veranderingen doorgevoerd ten opzichte van de vorige versie. 

In deze nieuwe versie wordt meer aandacht besteed aan de werkplek en het veiligheidsbewustzijn en –gedrag. Tot 2 oktober 2021 geldt de overgangsperiode waarin alle VCA-gecertificeerde bedrijven zullen moeten overstappen naar de nieuwe versie van de norm wegens vervallen van de VCA 2008 versie op diezelfde datum. 

TOEPASSINGSGEBIED 

Aannemersbedrijven, met minimaal één medewerker naast de eigenaar, die operationele werkzaamheden uitvoeren bij bijvoorbeeld fabrieken, installaties, werk- plaatsen en projectlocaties, op een andere locatie dan waar het eigen bedrijf is komen in aanmerking voor VCA-certificatie. Daarbovenop is het meestal de opdrachtgever die de VCA-certificatie vereist en het certificatieniveau bepaalt. 

Er bestaan drie-certificatieniveaus: 

1.            VCA*: legt de focus op directe beheersing van VGM tijdens het uitvoeren van werkzaamheden op de werkvloer, zonder inschakeling van onderaannemers. 

2.            VCA**: legt de focus op zowel directe beheersing van VGM  tijdens het uitvoeren van werkzaamheden op de werkvloer als op de  VGM-structuur waar men onder andere het VGM-beleid, de VGM-organisatie en verbetermanagement onder de loep neemt. 

3.            VCA Petrochemie: legt de focus op zowel directe beheersing van VGM tijdens het uitvoeren van werkzaamheden op de werkvloer als op de VGM-structuur (onder andere VGM-beleid, VGM-organisatie en verbetermanagement) rekeninghoudend met de specifieke aanvullende eisen voor de petrochemie. 

NORMINHOUD 

De norm is opgebouwd uit zogeheten ‘mustvragen’ en ‘aanvullende vragen’, afhankelijk van het niveau. 

  • VCA* heeft 23 ‘mustvragen’ en geen ‘aanvullende vragen’; 
  • VCA** heeft 27 ‘mustvragen’ en 8 ‘aanvullende vragen’; 
  • VCA Petrochemie heeft 33 ‘mustvragen’ en 2 ‘aanvullende vragen’. 

Al deze vragen, zowel de ‘mustvragen’ als de ‘aanvullende vragen’ gaan de kwaliteit na van: VGM-beleid en -organisatie, VGM-risicobeheer, opleiding en voorlichting, VGM-bewustzijn, bedrijfsgezondheidzorg, aanschaf en keuring van arbeidsmiddelen, inkoop van diensten en melding, registratie en onderzoek van incidenten (ongevallen). 

Wanneer alle ‘mustvragen’ van het betreffende niveau en een aantal ‘aanvullende vragen’ (voor VCA** minimaal 2, voor VCA Petrochemie minimaal 1) positief beoordeeld worden kan men het certificaat met een geldigheid van drie jaar behalen. 

CERTIFICATIETRAJECT 

Het certificatietraject volgt een vaste cyclus van drie jaar. Na een certificatie audit die bestaat uit een voor- en toetsingsonderzoek, wordt de gecertificeerde organisatie jaarlijks aan een tussentijds onderzoek onderworpen. Op die manier kan worden vastgesteld of nog steeds wordt voldaan aan de normeisen. Aan het einde van gans het traject kan de gecertificeerde organisatie een nieuwe cyclus van 3 jaar opstarten die begint met een (her)certificatie audit. In België voeren we certificering van de VCA uit onder accreditatie van Belac (Belgische Accreditatie-instelling).
