Inspection of low-voltage electrical installations

ACCORDING TO NEN 3140 / NEN-EN 50110-1 STANDARDS

In recent decades, there has been a growing awareness in more and more countries that safety is an important requirement for low-voltage electrical installations. In the Netherlands, the Occupational Health and Safety Act stipulates that building installations must be inspected with appropriate regularity.

In order to comply with the legislation, the NEN 3140 and NEN-EN 50110-1 standards are stated explicitly. The Labour Inspectorate applies these standards during inspections in buildings. If, in the event of an accident, it is found that these standards have not been applied or have not been applied sufficiently, the employer is certainly at a loss if he has to prove that he has fulfilled his duty of care under the Occupational Health and Safety Act.

NEN 3140 / NEN EN 50110-1

The NEN 3140 and NEN-EN 50110-1 standards set out requirements for safe operation and work with or on electrical installations. The activities mentioned in this product sheet concern the 'Inspection' section of the fixed installation.

The purpose of the inspection is to check that the electrical installation (still) complies with the technical regulations and safety regulations, as defined in the relevant standards, and the detection of defects that may occur after commissioning and may impede operation or constitute a possible hazard source.

INSPECTION METHODOLOGY

In an inspection in accordance with the NEN 3140 standard "Operation of electrical installations", the electrical installation is assessed based on the safety provisions for low-voltage installations - as stated in the NEN 1010 standard. This assessment is carried out with a visual inspection, measurements and tests.

The inspection methodology used is based on the requirements of the NEN 3140 / NEN EN 50110-1 standards. This methodology is accredited by the Dutch Accreditation Council (RvA - Raad voor Accreditatie), which ensures that the client is assured of an expert approach and an independent, honest implementation. In addition, this methodology is laid down in a quality system and associated technical reference works. Independent content experts of the RvA assess the accredited work annually.
