What does the legislation say? 

According to the Occupational Health and Safety Act (article 9), employers are required to immediately report occupational accidents that lead to death, permanent injury, or hospitalization to the Dutch Labour Inspectorate. They must also keep a record of occupational accidents that have led to an absence of more than three working days, noting the nature of the accident and the date it occurred.
