SCIOS certification
For companies that inspect, maintain or test technical installations.
Legislation and insurers' policy conditions require owners and operators of technical installations to have them inspected periodically. These inspections may only be carried out by SCIOS-certified companies.
SCIOS certification demonstrates that your company meets the requirements for quality, safety and professional competence in the inspection and maintenance of technical installations. The certification scheme is based on ISO 9001 and supplemented by sub-schemes for each type of installation. Bureau Veritas Certification provides SCIOS certification under accreditation from the Dutch Accreditation Council (RvA) and makes the process clear and straightforward.
Who is SCIOS certification for?
SCIOS certification is intended for installation and inspection companies that test, inspect or maintain technical installations and require formal recognition to perform this work. In practice, this includes:
installation and maintenance companies active in combustion and heating systems (scopes 1-7 and 14);
companies that inspect electrical installations, work equipment or electrical equipment (scopes 8-10);
companies that inspect solar PV installations (scope 12);
companies that carry out emissions measurements on combustion installations (scope 6).
Standard requirements: two sub-schemes
The SCIOS certification scheme consists of two sub-schemes. Bureau Veritas Certification provides certification for both.
Sub-scheme | Scopes | Area of application | Legal basis |
Combustion installations | 1, 2, 3, 4, 5, 5a, 6, 7a, 7b, 7c, 14 | Maintenance and inspection of combustion installations, combustion and heating systems, fuel lines and emissions measurements | Activities Decree, EPBD III (scope 14) |
Electrical equipment | 8, 9, 10, 12 | Inspection of electrical installations, work equipment, electrical equipment for fire risk, and solar PV installations | Working Conditions Act, insurers' policy conditions |
Requirements for the company and its personnel
The SCIOS certification scheme sets requirements at two levels: the company's quality management system and the professional competence of the personnel carrying out the work.
Quality management system
Your company must operate in accordance with the requirements of NEN-EN ISO 9001, but a full ISO 9001 certificate is not required. A demonstrably compatible quality management system is also sufficient. Bureau Veritas Certification assesses this as part of the system audit.
Professional competence of inspectors
For each scope for which the company is certified, inspectors must have passed the examinations recognised by SCIOS. Depending on the scope, Bureau Veritas Certification assesses the professional competence of operational personnel every 18 or 36 months through a practical audit.
Why choose Bureau Veritas Certification?
Recognised for almost all SCIOS scopes: Bureau Veritas Certification is accredited by the Dutch Accreditation Council (RvA) for the combustion installations and electrical equipment sub-schemes. We provide certification for almost all scopes under both sub-schemes.
A dedicated contact: You have a dedicated contact for planning, coordination, certificate issuance and changes, even when the process covers multiple scopes or locations.
Multiple scopes in one combined process: Do you want certification for multiple scopes or fields of work? Bureau Veritas Certification coordinates the system audit and practical audits efficiently.
Cost savings: The SCIOS certification scheme is based on ISO 9001. If your company is already ISO 9001 certified or is considering certification, both processes can be combined efficiently through one dedicated contact.
Transferring to Bureau Veritas Certification: Considering a transfer from another certification body? We review your current certificate, audit reports, outstanding findings, scope and planning so that, where possible, the transfer fits within your current certification cycle.
Benefits of SCIOS certification
-
Easy to combine with ISO 9001
Combining SCIOS with ISO 9001 certification can save time and costs because both processes are coordinated through one dedicated contact.
-
Legal access to the market
By law, SCIOS inspections may only be carried out by certified companies. Without a valid SCIOS certificate, your company is not permitted to perform this work. The certificate is therefore a direct requirement for market access.
-
Demonstrable quality and professional competence
A SCIOS certificate demonstrates to clients, building owners and insurers that your company and inspectors meet the requirements for quality and professional competence.
-
Compliance with policy conditions and legislation
For scopes 10 and 12, insurers require an inspection by a SCIOS-certified company. For scopes 1, 2 and 14, there is a legal requirement. Your certificate therefore also provides direct value to your clients.

Frequently asked questions about SCIOS certification
-
1. Is SCIOS certification mandatory?
Certification is legally required for a large proportion of the scopes. Scopes 1 and 2 are mandatory under the Activities Decree for combustion installations above 100 kW. Scope 14 is mandatory for heating systems from 70 kW under the EPBD III Directive. There is no legal requirement for scopes 8, 9, 10 and 12, but insurers increasingly include this as a policy condition.
-
2. What is the difference between a SCIOS inspection and SCIOS certification?
A SCIOS inspection is the inspection of a technical installation by a certified company. SCIOS certification is the recognition of the installation company itself: proof that the company and its inspectors meet the requirements to carry out these inspections. Bureau Veritas Certification certifies the installation company, not the installation.
-
3. Is a full ISO 9001 certificate required to become SCIOS certified?
No. Your company must operate in accordance with the requirements of NEN-EN ISO 9001, but a full ISO 9001 certificate is not mandatory. A demonstrably compatible quality management system is sufficient. If your company is already ISO 9001 certified, both certifications can be combined efficiently.
