NEN 1010-6 FIRST INSPECTION LOW-VOLTAGE ELECTRICAL INSTALLATIONS
INTRODUCTION
During the last few decades the awareness of safety being a critical requirement with regard to low-voltage electrical installations has risen in a growing number of countries.
In the Netherlands this requirement has been embedded in relevant legislation via the Building Decree Regulations (Regeling Bouwbesluit). This regulation stipulates that electrical installations need to comply with the standard NEN 1010. In actual fact this means that a handover or completion inspection (or first inspection) is required before a new electrical installation is to be commissioned.
The NEN 1010 standard is also included as a mandatory requirement within the Working Conditions Act (Arbobesluit) to ensure that electrical installations comply with the (Dutch) legislation.
In case of inspection of building-related installations by the Labour Authority (Arbeidsinspectie) this supervisory body also makes use of the NEN 1010 standard. If this standard proves not to have been applied or only insufficiently when accidents occur, the employer will find himself in a weak position when trying to prove that the requirements of the Working Conditions Act have been met.

The requirements for the execution of a handover or completion inspection (or first inspection) have been included in part 6 of the NEN 1010 standard. The other sections of the standard include the technical requirements of the electrical installations which are subject to compliance.
The overall assessment includes a visual inspection, measurements and testing.
INSPECTION METHOD
The inspection method is based on the clauses included in part 6 of the NEN 1010 standard and is subject to accreditation by the Dutch Accreditation Authority (RvA). This condition provides customers with the guarantee that the execution of such inspections is in the hands of experienced and knowledgeable experts who handle these inspections based on independence and integrity.
In addition this methodology has been embedded in a quality management system and subsequent technical reference documents. On behalf of the Dutch Accreditation Authority experts assess our accredited activities annually.

ADDITIONAL STANDARDS
After commissioning the electrical installation is normally subject to a periodical inspection. This type of inspection is to be carried out according to the standard NEN 3140. During this periodical inspection the installation will be submitted to testing in order to verify if it (still) complies with the requirements of the NEN 1010 standard (see also the information under ‘NEN 3140 – inspection of electrical installations).
